What is UCR?
UCR (Unified Carrier Registration) is a federally mandated program required for motor carriers and businesses that are engaged in interstate commerce (crossing states lines). Paying UCR gov fee is crucial for your commercial transportation business, as failure to register can result in operation halt or potential removal from the road.

Who Needs to Register for UCR?
The following entities operating in interstate commerce are required to register:
- For-hire motor carriers (property and passengers)
- Private motor carriers crossing state lines
- Freight brokers
- Freight forwarders
- Leasing companies

Which States Require UCR?
UCR registration is required in 41 participating states. If you are based in or operate through any participating state, you must maintain a current UCR registration.
Non-participating states list:
If you are based exclusively in an exempt state and do not travel through any participating state, you may not need UCR. However, if you operate through or deliver to any participating state, UCR is mandatory.

UCR fees are based on the total number of qualifying commercial motor vehicles in your fleet.

UCR Registration FAQ
When is UCR registration due each year?
Registration opens October 1 for the following calendar year.
Operating in a participating state on or after January 1 without an active UCR is treated as a violation. File early — don't wait for a roadside inspection.
What happens if I don't complete my UCR registration?
You can be fined, cited, or placed out of service at a roadside inspection or weigh station.
Penalties commonly range from $100 to $5,000 per violation and vary by state. All 41 participating states enforce UCR independently.
Do I need UCR if I'm based in an exempt state?
Only if you stay inside exempt states.
The moment you cross into any of the 41 participating states — for delivery, pickup, or even transit — UCR is mandatory. Where your business is registered doesn't matter; where your trucks operate does.
Is the UCR a number?
No — the UCR is not a number issued to your business. It's an annual registration and fee paid to participating states.
There's no "UCR number" you carry. Your USDOT number is what proves you're an active interstate carrier.
Once you file with us, we email you a paid receipt as proof your UCR is complete for the year. Keep it with your truck paperwork in case an inspector asks.
Is UCR the same as MCS-150, IFTA, or IRP?
No — these are four separate programs:
UCR — annual interstate registration fee paid to participating states.
MCS-150 — biennial USDOT census update with FMCSA.
IFTA — fuel-tax reporting for interstate carriers.
IRP — apportioned vehicle registration (license plates).
